This article including the attached screenshots describe how to (permanently) disable Windows Firewall in Windows 7 / 8 / 10 whenever you run into for example the following issues below:
The camera Live view shows black screen in Internet Explorer
The Siqura Device Manager is unable to discover the camera's installed in your network due to Windows Firewall security "Enabled".
Run: services.msc
scroll down to "Windows Firewall" (and double click)
To temporary disable the firewall (as shown below)
